Probably not. The 20" dish is probably too small for
IA5 (it might work, but not likely). Also, the 20" dish probably has a circular polarized DBS lnbf on it, which will not work on IA5. The 119 sat has a stronger signal. I'm not familiar with the DV3 receiver you mention, but assuming that it is a DVB FTA receiver, it's probably OK, but you'd need at a minimum a new LNBF and probably a bigger dish. Most people use at least a 30" dish on IA5, and a 36" or 1M dish would be better.
With your equipment you can pick up some audio channels, NASA, GOL, and some other occasional things that go FTA on the DBS sats.
