Help - Hispasat Ottawa, Ontario

I have a wide open view for Hispasat 30W Using FTA 90" Dish. I've checked the elevation for Ottawa is 21 degree Az=125 still no luck!!!
I've been trying for one week.

Using Techsat receiver
LNB settings 10750
TP 12132
SR 27500
Signal max 16
Quality 0

Anyone know why? With the same LNB using Birdog able to get a very strong signal for TelStar5 97W (so LNB is good)

Any help will appreciated
