[b]T5 Pansat Set up[/b]

Would you please help me to set up for T5 KU. My system is Pansat 2500A, Unversal 1 LNBF, 31" dish.
Since I live in LA I set Azi. at 145 degree, Elev. 45.
For Pansat, I set:Unviversal 1, Skew -28 degree.
The signal finder beep very loudly, the Level is 85% but the quality is always 0%. I had tried to move LNB closer or futher dish, I also tried set the LNB at STD 1060, or 10750. But the signal was always 0%.
