VTV4 picture and sound quality

Somebody told me that VTV4 is broadcasting using MPEG1, and that is the reason the picture and sound quality are not as good as other channels, especially compared to Korean's or Chinese's

I think it's MPEG2, but the source video is not that good.

Is this true ???

Wrong info. VTV4 is DVB/Mpeg2. The quality really depends on how much it's compressed (hint: count of how many channels the sat provider put in same transponder....).
If DVB/MPEG2 channels are over compressed, their quality looks even worser than mpeg1. But VTV4 is MPEG2. The quality also depends on the source (the source of VTV4 is from Thaicom3). We overhere can't see Thaicom3, but it will be interesting if someone in Asia can check the source and report the quality of VTV4 on Thaicom3.

A lot of annoying stuff watching VTV4 programs such as:
1. Picture and sound is not in sync most of the time
2. picture is too bright causing outdoor scenes to loose detail
3. back last year, there was a period of time where the outdoor
scenes would look great but the dark scene looked almost black

There is a short period around Xmas 2003 where everything seems
to work perfectly.

I don't know if this audience has seen the same problems, or is it
because of my hardware? I have a BEC DBS-2000 and a 30" dish,
and live in the Chicago area.

Not hardware problem. You might contact VTV4 at www.vtv.org.vn to report the problem.
Bad quality might be caused by the following reasons:
1. Already bad from the source: from VTV when they uplink to Thaicom3.
2. by downlink/uplink operation, signal needs to be downlink somewhere in Isareal then uplink again to T5.
3. Over compress by T5 operator, too many channels in same mux.
