troble locking signal.

I got 100% quality signal ,but i couldn't lock it into receiver ,the signal bar keep flashing and flashing , any help? tell me how to lck it in.Thank you.

HI I setup orion DVB 2500 for intelsat 5 . But it had 40% signal level and 0% quality signal. Can I do now . Thanks
