what second output is

I have sat PCI card receiver. I found it has two ports - one for LNBF, what about second one? There is no infomation on its manual or its website.

The other is a loop out to pass satellite signal to another receiver or set top box.

If you connect a settop receiver to the loop through connection will that help with the low voltage comming from the 1020 card??

No, but you can do it the other way, ie loop through the set-top box to the 1020 card. That's what I do. Before I upgraded the power supply on my PC, I found that I had power and switching problems with the 1020, so I had to use a set-top box to provide power and do switching. However once I upgraded the PC power supply I could go either way.
Whichever you do, the receiver closest to the lnb is in control.
