Twinhan VP1020a card and H-H motor control

Can this card, control (move) a H-H motor or do I need a separate box?

Make sure your PC has a lrge power supply. If it does, the PCI card should be able to send signal to the HH Motor to move the dish. Voltage is provided by PC power supply.

The card raises the 12v from the card to 18v?

Antec TruePower 420w
Athlon XP 2800 NOTHING overclocked. Two HDD's & two optical drives.
One MyHD 120 HD tuner card also.

Is that good?
