Hispasat 1C in Man. Can.

Check the footprint :

Winnipeg Lake is on the map.It has a 43 DB footprint for your area. I suggest you to take a dish with a minimum size of 4 feet or more if you can.

I'm located in Miami, FL and also trying to get this satellite with an Fortec 786v3. Based on the online Sat Heading Calculator I must tilt my LBN to 57.8 degrees. I don't have a dish yet but I tried with a Para Todos dish and Fortec Universal LNB tilted clockwise to the max and got a signal of 79 but no quality. What can I do to improve the quality, is a bigger dish really necessary with this signal strength?

A 75 cm dish will do the job for you. Hispasat is strong on your area.
I get it with a 75 cm dish and invacom lnb 0.3db with a signal quality95%.
Hispasat has good programing specially the channels from Spain. Also there are about 8 Arab channels in pal mode, TV Marti, and soccer feeds every weekend.
You can see my setup for Hispasat 1C here:
