Voltage to LNB?

Setting up new install and can't get any quality. Checked for voltage at LNB and found 0. Is there not supposed to be voltage there? Antenna settings are Antenna 1, LNB type universal, LNB power v/h. DiSEqC off, 12 volt off. Could the receiver be defective? Thanks for any help.

Could be defective. There should be 13 or 18 volts measured at the IF input of the receiver when it is turned on. Make sure your receiver is set to "LNB ON" if it has such a setting.

Probably should have noted this is a Fortec Star 786v3 model. Upon further checking, I found that there is voltage when doing a channel search. 18 volts which will vary somewhat while searching. Once search is complete it goes back to 0 volts. I would think there would be constant voltage. Maybe this is why I can't lock on to a signal.

After looking into this further here is where I am. In the above post I stated there was voltage going to the LNB when doing a channel search then it goes back to 0 volts.I went back to the antenna settings menu and this is what they are. Antenna#1, LNB type universal, LNB power v/h. The other settings are 14v Skew on,18v Skew on, and off. There is no voltage going to the LNB on any of these. On down the menu there is a setting foe 12v which is set at off by default. I changed that to on and now I have 14.14 volts going to the LNB.according to the owners manual it says for that setting and I will quote from the manual "12v: If you want output to control LNB's with a relay type switch, press VOL up/ down to turn on 12 volts. Please note that after setting, the 12 volts will turn on when channel search is activated". Now is the way it should be or is there something not right with this?
