How can you tell if the LNBF is bad

I'm new at this, but when I block the lnbf DVB321-SB with my hand, and totally cover it, the strength of the signal says 88 and quality 30-60. with my hand and without it.. what's wrong? when i turn it off from the receiver both drop to zero.

Blocking it with your hand won't reveal whether or not an LNB is bad; you must put it into use to determine that.
