I am new to this and have a problem

I have a 1020a i have had it in 2 pc both with pleanty of power 24.quad core 2 gigs of ram a 9800gtx 512mb of vider ram vista. second is a 2.4 single core 1 gig ram xp.Dish 1000.2 i think it has the 3lnbs in 1

i have been trying visiondtv but it says singanl streangh 80% quality 0%
i have tried mytheatre progdvb show no singal at all do i have some thing wrong setup
