I was about to respond to your first post, because I found that my 1020a had problems with diseqC signals when I had an underpowered power supply, but when I saw that you had a 500W, I figured that wasn't the problem. In my case, I hooked up an oscilloscope to the coax connection, and could see the Twinhan's voltage, and could also see the 22khz signals going out when it was sending DiseqC commands either to a switch or motor. In my case everything was fixed when I switched to a bigger power supply (I forget what power, but it's less than 500W).
However in reading your second message, something else caught my eye. In my computer, I have several hard drives. Most of them, including the C drive that my sat programs run off are EIDE drives, however I also have one SATA drive. I don't know if this is something to do with my setup (likely) or if this is a problem with the Twinhan card, however I have found that any time I access the SATA drive, that the Twinhan card stops working. As soon as the transfer is done, the Twinhan starts working again. I have to be careful not to access the SATA drive when I'm making a recording from the Twinhan. I don't know if that's your problem.... probably not, if it is working other than the motor commands, but it might be something to experiment with.

Sorry that the SATA thing didn't work. I guess it was a long shot. Re how I used the Twinhan to move the dish, unfortunately, I wasn't using the Twinhan software. I was using a program called THMOVER, which you can get at:
http://www.dvbapps.com/downloads/
THMOVER is a handy application for when searching for sats, because it has fairly fast acting meters. You can type in the freq/sr then bump the dish along while watching a fairly fast response meter. I used this to find sats, then used it to store DiseqC1.2 positions into my motor. It's nice, because it allowed me to use the first 25 pre-set positions that were excluded by my Lifetime receiver, since I was running short of sat numbers.
Anyway, this was the only time I used the Twinhan to move the dish, but it worked just fine. Other programs shouldn't be any different, but sometimes the more complicated software is harder to use. Give THMOVER a try. Very simple.

One other possibility. Your software should have DiseqC1.2 commands that disable LIMITS. Some times the limits get set wrong and the motor won't move. If you disable the limits, then manually move the dish to the proper place for the limits, and re-set the limits, this usually solves the problem. If your software doesn't have the Disable Limits command, the TSREADER does, but most software that do DiseqC1.2 will have this command.
Another possibility, if you are trying to use USALS, is that you've accidently used East instead of West where it asks you for your longitude or the sat's longitude.

Strange.
Does the coax from the Twinhan go directly to the SG2100, or is it going through some switch or meter or something of that sort? How long is the coax?

I think I'm out of ideas, other than maybe trying to move the dish while tuned to both H and V transponders, to get different voltage levels at the motor. If it were me, I'd try hooking up to another receiver, however if this is the only receiver you have, you don't have many options.
