Question no idea of FTA tv

my neighbor next door moved out and left on the roof a DirectvWorld antenna wich is use for international programming is it possible to use is with a FTA reciver alligned to the proper satellite tired of cable ... and open to explore what's out there on tv with out the monthly bill any help much appreciated

Yes, you can use it for FTA since it has a linear LNBF. All you need now is a motor and a DVB receiver.
