Sathawk 4000 programmable?

In the description for Sathawk 4000 it says that it’s programmable to reflect changes made to satellite parameters. Does this mean that the end user can program the data, or there is a need to wait for someone to change the data and release the update, as it’s the case with sathawk 3000?

The dataset can only be modified by the user using the Satpicker program. The parameters for each satellite can't be changed by the user.
