Coship CDVB 5300A/B Problem

I bought this receiver and hooked it up to a satalite dish. however the light on the front of the receiver keeps blinking red and green and nothing happens. I shut the receiver off and then turn it back on and the same thing again. It will however tell me that I have no signal when i go into it to setup the programing. The thing is still blinking red and green. Anybody out there know what is happening with this why this thing is blinking on and off.
