    decliniation

Hello, I have a 6ft bud that i am patiently trying to setu up, yea right, my problem is that I am confused as to the angle of the decliniation. I live in Miami florida, have read alot of posts on this but the more I read the more I get confused. My point is do I add the elevation angle and the decliniation angle together or do i subtract. I have a polar mount and for the life of me cannot seem to understand this, any help would be greatly appreciated.

See the picture included. I will during the daylight tomorrow that some pictures of my set up. Use this tool to set the angles. I got mine at Sears Johnson Level & Tool 700 Contractor Magnetic Angle Locator

Set elevation to 25 degrees then.
Set elevation + declination angle to 31 degrees.
