V-Box II issue, only 23 positions available

I've recently installed a Moteck V-Box II which is controlled by a Pansat 2700A with the latest Pansat firmware. The issue I have is that only positions 27 to 49 are available for allocation, rather than 1-60, when programming the positions via the Pansat receiver. I have tried resetting the V-box with the same results, and I can't find a reference to this issue in the manual nor the forum archives.

Is this issue I am experiencing a limitation of the DiSEqC positioner protocol, or am I missing something?

I had a V box and if I am correctly remembering, the first postions are pre-programed for european satellities and you do not have acess to changing them!

I have never used a Diseqc positioner, so I'm not very knowledgeable about their use, but the above behavior seems to be standard for DiseqC 1.2 equipment, although I don't have a clue why. I know that both my Fortec Lifetime and Lifetime Ultra say that position #s 0 thru 26 are pre-defined default values, and there doesn't seem to be any way to change them, or, in MY system there doesn't even seem to be any way to even USE them. The above suggestion that they might be for European satellites might well be the case, because I've deleted all those from my receivers. But on any of the satellites that I have on my receiver, most of which were user defined, I only have access to the #s 27-49. Since I have about 46 sats defined, with at least 29 different positions, that isn't enough to define all my satellites, unless I'm not understanding something.
I really don't understand how there could be pre-defined "positions", because the actual position requires knowledge of the viewer's lat/lon, not just the satellite's position. I read through the DiseqC documentation, and didn't see any mention of this, so I'm confused as to where this came from.
I guess this is related to what someone was posting in another thread about not being able to change Diseqc 1.2 sat values. Really strange to me.

Since Europe and Middle East are major markets for FTA equipment, these DiSEqC 1.2 positioners and receivers come preprogrammed with satellite locations by default. That way the customer does not have to spend time trying to find the satellites. In DiSEqC 1.2 the positions are stores in the receiver or positioner (in the V-BOX II) in this case.

Thanks for the responses.

Without using the DiSEqC 1.2 feature on the receiver and using only the positioner controls, I am able to set positions other than #27 to #49; the limitation only seems to exist when using the Pansat 2700A, so that is likely where the problem originates. Based on your similar experinces, I can at least rule out "defective operator" as a cause...

Until now I had been using an old President analog receiver for positioner control, so even though I'm down to picking my favorite 23 satellites, it's still light years better than what I had.
