HH100 Out of Range

I have just set my pansat 2500 up with a Stab H-H 100 rotor. I am trying to set my True South Sat. I am in Tampa Florida Area and My Long is 82.3, Lat is 28.2, The Dish Elevation is at 25. I am told that the bird close to my true south is AMC5. I currently have the Following on my Satellite Setup sceen. Level 90, Quality 80. When I try and scan the satellite I get no channels Found. I save the position and then go to USALS to move the dish to another bird T5 and then it does not move. I then try to move the dish to 179.3W and It states that I am out of Range.
1. Can I get a high level and quanity and be on the wrong Bird?
2. What does this out of range mean and how do you fix it?
3. Is there another Bird close to my True South that I can try to get a lock on that will allow me to set up in USALS mode?

Few thing to double check:
1. Mount/Dish elevation angle.
2. Set skew at 0.
3. Use active transponders when tune the dish at truesouth.
4. Keying your lat/long correctly into your receiver so the USALS works properly.
5. There is 3 degs between your Long and AMC3. Use USALS to move the dish to AMC5 before trying to get lock on this bird.
6. If elevation needs to be adjusted, only adjust the DISH elevation, don't touch the HH1000 elevation angle which should be set at 28 (your Lat).

Thanks will give it a try when it gets cooler outside 95 today its hot out there.
