Encrypted means they channels are not free. Yes, you need to to buy DishNetwork and subcribe to see these channels. DishNet does not allow users to use any third-party receiver, meaning even you have a receiver which accepts smart card, you still can't subcribe to DishNet.
Some transponders on Echo7 are spot beam, meaning only certain area can see these transponders. Pick the conus one to test your receiver.
