? Is PCR important ?

Newbie question here. I'm not sure if having the correct PCR is important, and in fact I'm not sure just what PCR is.
I've been trying to receive the FSN channels on C3, but my Fortec Lifetime receiver won't "find" them, even though it shows acceptable signal strength and quality.
I've tried transponder scan and network scan (not sure of the difference there) and got "zero channels found". Then I tried the advanced scan, and entered one of the channel's VID and Audio-ID, and tried it without a PCR, and later tried inputting a PCR of 8190 that seems to be used by other FSN channels. When I use advanced scan, it saves that channel, but it comes up as bad or scrambled, even though I checked this out basically the same day that Lyngsat was updated for this channel.
My question is, is PCR important, and if so should it be something other than 8190 for this channel? What am I doing wrong with this transponder? I know that the FSN channels come and go, but this one just doesn't seem to be understood by my receiver for some reason. C3 is a very poor sat for me due to trees and location, but as I said, the signal/quality readings seem acceptable.
Are there really FSN channels on C3, and if so what parameters should I be using, including PCR, whatever that is.

Program Clock Reference. Used sometimes to sync the audio and video. Not always needed and usually picked up when you scan the transponder.

Check your scan type setting to make sure it is not set to FTA only scan.

If FSN is still there is probably is scrambled right now.
