Please help with installation!

Hi! I did instal the GlobeCast Dish SE830 and reciever; Strengt = 98, but Quality is 0. for 3 days i did try to get the direction to satellite (TVRinternational,romanian RFA Chanel), but not Quality segnal yet!
I live in Buford, Ga. 30519, and I'm looking for a proffesional installer in my area. Please help me get someone (I will Pay) to help me to get it right! Thanks! Dorin.
