No Signal on Galaxy 19 TP 11836-V-20765 in Chicago

I am setting up a system in Chicago, and getting most of the channels as listed on lyngsat.com or FTALIST.com but this TP signal is coming in very weak and the set can not lock in.

I do not know what could be wrong, maybe LNB SKEW? Can some one please tell me if this TP is active?
