Poor HDMI quality

Hi to all. I just purchased and installed a Dish Network VIP222 from Sadoun. I have a new Samsung 40" LCD, 1080i, 2 HDMI inputs, 2 Component inputs, etc.

When connecting the HDMI output from the VIP222 receiver to either HDMI input on the TV - there are red speckles and occassional red lines in the picture. I have tried both HDMI inputs on the TV and have tried 2 different HDMI cables into both.

Both units are on a filtered, contant power and component seperated power unit.

Sound like a bad VIP222 or have I missed something ????
