95% leve and 85% quality but no channels

i am pointed at the telstar5 satellite and one of the TP's have 95% level and 85% quality but all the other TP's have about 80% level with 0% quality. shouldn't i be able to scan the 95% TP and still get channels? why isn't it working?

I suspect you are on the wrong satellite.
