Are you trying to set up a stationary or motorized dish? I read you purchased a dish and lnbf, did you already have a motor? If you're using a motor, then try getting your true south sat.lined up first and make adjustments on that bird.I think if you're not using a motor, then you have to set it to the elevation, skew, ect.to the sat.that you are trying to get.List what all equipment you're using and the sat.you want, and someone using similar brand receiver and dish can help you trouble shoot the problem.Edited:I see you already answered the questions before I could type them.

yes sorry - responding to too many threads at once.

For a fixed dish you should tilt the LNBF as you move off center.

In your receiver settings - is the LNBF power set to "on"?
It seems like you are doing things right from what I can tell so far.
Maybe take some pics of your setup so we can see what the dish sees?

    Finally !!!

It finally worked at last !!!! I have a lock on Galaxy 19 with 49% ~ 55% quality.

The interesting irony is that an old dying bird did guide the way. I had some signal when I was in the vicinity of Galaxy 19, Blind scan reported one channel named Wright Patterson. That channel apparently is on Galaxy 26 from what an internet search gathered. It was a faint signal and not enough to get a lock but enough to know where I am in the sky and to give me the necessary hints to figure out where Galaxy 19 is.

Galaxy 26 is having technical difficulties as you guys know and is on its last leg.

I am a bit amazed by how sensitive Galaxy 19 is, any minor touch to the dish and the signal is almost completely gone.

Thank you all for your assistance. I really appreciate all the help you guys gave me.

You might be able to more signal if you skew the LNB. Try this, slowly turn the LNB and have someone watch the signal level, this way you get a peak signal.
