Channel Availability

Hi, I currently have FTA and can receive the music channels on Echostar 7 with my Fortec. If I sign up for the basic Top 60 package, the one that does not have music channels, can I pick up the music channels anyway since they are not encoded?

Also, I was considering the Dish Latino Dos, but according to the DishNet website this package does not include C-Span??? C-Span is normally free. I know that I am a dork, but I really want my music channels and C-Span... any ideas? I want to keep this as inexpensive as possible
