Multiswitch Wont Switch!

It's a brand new Channel Master 6602IFD 4X2 Multi Switch. When I hook up a volt meter to horizontal and switch polarites on my box, It wont pass anything through vertical, it just put 18 or 13 through horiozntal. I dont hear the switch click either.
