In addition to the above..
Set the "latitude" scale (not elevation scale) on your motor to 31 deg. You should use 4.4 as your declination. There are apparently 2 types of SG2100 motors, one with a 30 deg bend in the shaft. If you have that type, you set the elevation on your dish to 30-4.4=25.6 . If you have a newer SG2100, I think the bend is 35, so it would be 31.6 .
That being said though, to get green bars, you need to both have your receiver set up right (ie standard lnbf with 10750 LO freq), plus you have to be looking at an active transponder. 12060V / 26700 is a good one. If you are just randomly using whatever transponder is listed in your receiver, the odds are good that it is obsolete, and there is no signal there.
