I'm not sure, but I'd guess that military communication satellites do not work by just block shifting a group of frequencies.

As a wild guess, I'd think they'd use some sort of "store-and-forward" approach where the satellite only re-transmits data packets that have been authenticated via some sort of secret key.

Now if the terrorists got ahold of the key, that would be another story!
