I don't think 2 diseqC switches can work when attached to the same receiver. There wouldn't be any way to address one switch without activating the other too, and it's possible that the DiseqC signal wouldn't get through the first switch to the second, etc.
I'm curious why the 22 KHz won't work? Is it because you have a universal lnbf or is it because one of the systems is a DTV system that uses 22khz? If the latter, there is a chance that even a single diseqC swithc might mess things up. Since diseqC also uses a modulated 22khz signal, I found that it was interferring with my DTV dish when I tried controlling it via a FTA receiver. I had to turn off diseqC switching to control the DTV dish. However in that case, I wasn't actually locking on a signal, and someone had suggested that the diseqC signal might keep going if I don't lock. But there is a possibility that the diseqC might cause problems.

for some reason when i use the 22khz switch the rotor will only turn and access the circular sats if i remove the 22khz switch the motor will look for both lin and cir

Your switch should be between the motor and lnbf not receiver and motor.
