Checking if LNB is defective?

I just bout a Fortec Star Ssytem with a Fortec Dish (31”) and a Universal 1 LNB.
I was wondering if there is a way to check if my LNB is not defective?
I am having problems receiving anything !

I don't think there is a way to test the Lnbf unless you have another dish up locking at a sat.

The problem is that I can not lock on anything!
I was trying T5 but no use!
:(
any suggestions?

Tell us what you have done so far. Check the receiver to make sure you set the LO correctly (low 9750, high 10600)
Make sure the azimuth include the magnetic deviation. The azimuth you get from Sadoun online calculate does not include magnetic devivation.
Set the skew correctly. Also, you must use active transponder to tune the dish.

I have installed the dish and according to the level it is vertical 100%.
The elevation is at 40.5 degrees, and the azimuth is at (209.8 + 10) or 219.8. I have telted the LNBF to 22.5 counter clock wise. I have set the LOW to 9750 and the High to 10600. The LNBF power is ON. The Transponder I am using is (11749V 7.232). I am not sure if I am doing anything else wrong?

Try other active transponders. Check lyngsat

Adjust the dish up/down, left/right. Small movement each time, then wait for few seconds so the receiver has anough time to get lock.

Yes; try the 12,152 MHz transponder - it is a strong one. Patience is the key to aligning these suckers - like Michael says ---> small movements and wait; then move the dish a little more.
