ac3 out

I just got an A/V receiver and hookit up to my fortec 786 , but I don't get any sound from the PBS channels (AMC 3 at 87.0°W).
Also I saw in other forums that some people say that the fortec star has the digital about just for decoration , but the problem is that I get digital stereo sound from 2 channels audio( I noticed that the analogue sound is way better than digital11). any help with confusion. Thanks in advance.
