Mainly only when its raining but a bigger dish is always better; easier to find the signal too.

Yes, there are certain areas in North America that require a larger dish due to the satellite's footprint.

I bought Fortec 31' dish and try to get a signal from TelSat 5 (97W) the level i got is 95%, but there's no quality signal (it about 5% up and down. I had tried many time to rotate the dish right & left as up & down, but still can get signal. Your help will much be appriciated.
You need to be very patient with the adjustments. I am talking .010" at the time. First, try to get the dish azimuth to the best quality you can get. Then play with vertical alignment. At some point, you will get it. Trust me, I went through same thing. See my post http://sadoun.net/viewtopic.php?t=5060, it might help you.
Also (as someone who also went through the very same kind of ordeal :mozilla_frown: ) be sure you're on an "active" transponder frequency. Not all of your receiver’s default transponder frequencies are necessarily active, and trying to align your receiver to a "dead" transponder frequency will get you absolutely nowhere!
