Why is Dish Network listed as a Free-To-Air service? By buying the Fortec equipment do I not have to pay Dish Network? If I do still have to pay then why does the Lyngsat list show Dish Network as FTA?

No, the Dish Network signals are NOT listed as FTA on Lyngsat. Look at the color coding of the signals, ie they are pink (I think) meaning encrypted, and in the description it says nagravision. There are a few FTA signals there, such as NASA-TV on the 119 sat. You'll see that it has a white color on the listing, indicating that it is not encrypted.
And no, you cannot subscribe to the Dish Network signals unless you get a Dish Network receiver. You will not be able to subscribe to the Dish signals with the Fortec receiver, it is designed only for viewing the FTA signals, not the encrypted ones.
