Adding a new satellite on Ultra

How do you add a new satellite on ultra?

I can use "satellite/TP" editor to add names, but, I could not add the degree numbers.

Then I found out I could edit the number with "Power scan", but the number is alway 91 E, and I can't get 91 W.

Any suggestions?

Also, what is the position number for ? 0-27, 29-49?
