Can I hear TechTV (AC3) with Fortec Star FSCI 5200 PVR?

Please I need this question answered to fill my order
that reciever (Fortec Star FSCI 5200 PVR) has a SPDIF on back but it doesnt say anything about AC3

Can I hear Tech TV PBS and other AC3 stations with that reciever and a Dolby Digital AV reciever
