Re DC issues, I'd really recommend getting a DC block. Radio Shack used to sell them, but they don't anymore.
Sadoun used to sell them, then they weren't listed, but I think I saw them again on the Sadoun site last time I looked. They're so cheap that it's not worth risking hurting either receiver.
There shouldn't be any DC coming from the receiver to the PCI card, but you're never sure. Also, you're never sure that your PCI card might start sending lnb power even if you have it turned off, because you might switch to another satellite which isn't set up yet and has defaults with it on. You never know how 18V from one receiver might react with 13V from the other receiver. Just not a good idea even though it might work.
I have DC blocks separating all my looped receivers, and don't notice any attenuation of signal.
