Make sure it operates on 110-120V, and outputs NTSC signal
Check does it have a composite A/V Out

Which satellite and what band? If it's Ku that you're receiving whilst in UAE / Oman then you can forget about receiving it in the USA. If it's C band, then it'll depend on the actual satellite and its footprint.
What you'll probably have to do is to see if the programming that you're interested in is carried on any satellites with US footprints.

OK, so it'll work pretty much worldwide, voltage-wise (you may need a physical adaptor or new mains cable if the sockets are different; I'm in Australia and don't know), but you still need to check what video standards it supports (eg; PAL, NTSC, SECAM, etc).
If you find that the programming that you want to view is available in the USA, you might be better off simply purchasing a new receiver locally.

Why he cannot receive this american Ku band?
"950 MHZ TO 2150 MHZ" looks good for local Ku - band.
Hamid, what is your receiver brand/model?
Does it have a menu for "TV Settings" where you can choose between PAL and NTSC-M?
Can you post a picture of a back panel? Does it have these yellow, red and white connectors (RCA type)?

Maybe I'm jumping to conclusions, but from past experience with questions like this I assumed that Hamid wants to receive the same satellite that he was receiving back in UAE or Oman. If that's the case, and it's on Ku, then that's what won't be possible.
So Hamid, are you trying to receive a specific satellite or simply a specific program? The more that you can tell us, the better.

I see no reason why it would make any difference if the signal was C or Ku.
If Hamid wants to receive the "same satellite that he was receiving back in UAE", then I think the simple answer is NO, he can't do it, period, whether it was C or Ku. There is about a 160 deg difference in the 2 locations so they cannot see any of the same satellites, except for the moon. His receiver would probably be compatable with US satellites, but the programming he's looking for may not be available here, and his receiver may be outputting in PAL format. If he's expecting to see everything he saw back there, he probably can't.

We even get Oman TV on Ku in Australia. Sadly, FTA Ku here is a bit of a wasteland. Of the dozen or so Ku beams that I can receive, this is about as good as it gets....
