SW21 and 22KHz Switches

I know what they're used for but what is the difference in what makes these switches operate? I understand the 22KHz needs a 22KHz tone (riding on a steady voltage) to switch between A & B ports.

What process makes the SW21 switch change ports? Is it a change in voltage (rather than a tone)?

Can a 22KHz switch (I already have) be used in place of a SW21 (would have to buy) - with an IRD that has no provision for a tone)?

Your help will be much appreciated
