Small c-band dish?

I'm in a suburb of DC, interested in getting NHK World on PAS-9 which I believe is c-band. A friend loaned me a ku dish (90cm) and receiver. Is there any chance of putting a c-band LNB on this dish and picking up the channel?

I've read of people using dishes as small as 4 feet for c-band with mixed results depending on their location. Just wondering if it's even remotely feasible. If it's worth a try, would I need anything other than the 'Eagle Aspen Stacked C-Band LNBF'?
