use a Star Choice system to receive Iranian programs?

Hello all,

I saw a Star Choice dish (oval shaped) and receiver (without a decoder card) in a garage sale. Can I use it to receive free-to-air satellite signals?

You could probably use the dish for Iranian channels on IA5. The reciever wont work though.
