About receiver and PCI DVB with CI clots

Does receivers such as Fortec Star FSCI-5200PVR be used without a smartcard ie Can it be use just as a FTA receiver.

Also, does the VisionPlus PCI DVB + CI be used to pick up free channels without smartcard being insert into these slots?
