    Stearable beam ?

Do you mean the satellite is steering the beam?

If that is the case you will not see it unless you
happen to be in the area the beam has been aimed
at. If not there will be NO signal and no antenna
you might have will give you a picture with zero signal.

For example. There are lots of Transponders on Hispasat
at 30W aimed at Europe that I would like to watch...But
I only get the ones aimed at North America. Look at the
    maps on Lyngsat.

What signal are you trying for?

RFenergy (it takes at least a little)

Steerable beam technology is not a term used for consumers RECEIVING downlink transponders for television or internet or phone service. Steerable beam technology came about in the late 80s on commercial satellites. The first were Military in the 60s, then television on the Echo, Telestar etc. Steerable means on the bird (satellite) there are multible transponders that can be aimed to specific areas. These are called "spot beams". In today's market spot beams are typically used for local broadcasing in their own markets. Typically around a 100 mile radius as a narrow beam. Steerable beams transponders are also used in wide beam for geographical areas to be covered independantly from the same bird. For instance 1 satellite can have transponders focused on North America, Europe and South America independantly carrying the same or different programming.
There is no reception technology that can receive signals outside of these beams. You must be within the beam area to pick up the signals. As with all satellite broadcasts using Ka and Ku bandwidths, you must have an unobstructed view in order to get the signal. No matter how big the dish or how strong the signal, if there is something in the way, (leaves, buildings, mountains etc) you cannot get the signal. So if you are not within the beams coverage it is impossible to get the signal.
    Best regards
