The dish and LNBF are defined by the laws of physics and not where you use them. The receivers have a few issues that can affect their performance in other places:
Mains power: North American receivers are built for 120 volts, 60 Hz. That could be an issue if you take one to Europe.
Video output: NTSC / PAL. The output video would have to be compatible with your local standards.
Programming: It appears that a lot of the programming elsewhere in the world is based on conditional access. You would need a receiver with a card slot so that you could buy access.
