problem i VISIONDTV SAT

after reformating my computer, my vision dtv card is not functioning, my proceedure is this, after installing the vision dtv card, I powered on my computer, then the new hardware detected "Multimedia Video Controller" i press cancel, then new hardware detected "Multimedia Controller" i press cancel. then i started installing software and driver from the CDrom driver, after installing the driver, my computer re-boot, then on start-up starts the software installation wizard, there is an ERROR saying like this " Can't Find Device or Device Not Properly Installed" I had repeated formatting and installing fresh OS, still same problem, tried changing PCI slots,same problem.
Is my DVB card defective??

I would try this:

Uninstall software.
Power down.
Remove card.
Power up .
Install software.
Power down.
Install card.
Power up.

Now it should find the new card, and ask and/or look for drivers.
Since they are already there, see if it will automatically load the drivers or you might have to drill down to where they are installed.

See if that works.
