varied signal/strength

I am running mytheatre 3.08, and I have a twinhan visionplus.When I signal test,using progfinder, on transponder 1, My strength is 80 and my quality is 98, but when I check the others, the signal is 69 and the quality is 38. Can this be fixed,or is this normal? Any ideas are appreciated.
