No you can't. You can only use your Dish Network smart card with the receiver that came with it from dish Network plus a valid subscription. Any other receiver will not work.
The TH1030A is used by other service providers that allow 3rd party hardware with a valid subscription that they provide. Look at www.lyngsat.com you will find out which channels are encrypted and free to air.
