Picture rolling at ET TV Channel on IA5

ET Global channel is a free Chinese TV channel at 12115 V TP 23. My receiver is Fortec Start 786 V3. When I select the channel, it's signal is 84 % and quality is more than 92 % and its color is green. But its picture is not stable. I set TP 22 and TP 23 to be 12115 because the received always automatic jump to TP22 when I select the channel. If I don't set TP 22 to be 12115 and I select the channel, I only can get signal 75% and can not get picture at all. What should I do for this problem.? Is it ET TV station problem?
