How to update Fortec Star 786V3 receiver?

I have Fortec Star 786v3 receiver. From www.fortecstar.com, I download software: Uploader, Compression Application - V.1.16 NTSC and TP Data-V2.9. Since my receiver has already have V.1.16 software inside, I only need to transfer TP data into my receiver. But from www.fortecstar.com:

TP Data - v2.9 ( September 16, 2004) Click Here to Download
Downloading software to your receiver voids the manufacturer warranty.
Update TP data with version 2.9
To upload this TP file to the receiver, use the Channel Editing software found on the main page of the download section. (Do not use the Uploader software.)

It asked me to use Channel Editing software but I could find the software. Who know where can I find the software or just use Uploader to transfer the TP Data file to my receiver?
