NO.
The times you can use the sun are about 10-15 days or so after the fall eqinox and about 10-15 days before the the spring equinox (reverse the before and after if you are south of the equator).
The Solstice is when the sun is at it's highest, WAY ABOVE where the satellites are. You can still use the sun for azimuth, but you can't use it for elevation or the location of the arc.
